WhatsApp Business API in India — INR billing, GST invoices, DPDP ready

India is our home market and the cheapest WhatsApp market in the world. Rupee wallet, GST invoices, ap-south-1 data residency and support in IST.

What running WhatsApp in India actually involves

India is the cheapest WhatsApp market in the world, and that single fact shapes every sensible strategy here. At ₹0.8631 a marketing template and ₹0.1150 for utility and authentication, campaigns that would be uneconomic in Europe clear their cost easily, and journeys that would be considered luxuries elsewhere — a five-message order tracking thread at about ₹0.58 — pay for themselves in avoided support tickets.

The catch is that cheap messages make discipline optional right up until they do not. At ₹0.8631, a habit of broadcasting to the whole list costs about ₹8,631 per 10,000 sends before GST, which is small enough to survive a quarterly review and large enough to be the biggest line on the invoice by year end. The teams that get India right treat the marketing-to-utility gap of roughly 7.5× as the primary lever and everything else as secondary.

Three India-specific rules catch teams out. Rupee billing works only if the WhatsApp Business Account was created with INR selected, because Meta will not convert an existing USD account — that is a one-time decision made before onboarding, not a setting. GST at 18% applies to both Meta's charges and the platform fee, and Meta's charges are imported services, so reverse charge may apply depending on how your wallet is structured. And marketing sends need demonstrable opt-in under the DPDP Act 2023, with the source and timestamp recorded per contact.

What does not apply is TRAI's DLT registration. DLT governs SMS and voice; WhatsApp uses Meta's own template review process instead. Teams migrating an SMS programme often assume the DLT burden carries over and are relieved to find it does not — though the SMS leg of any mixed programme still needs it.

Why is India the cheapest WhatsApp market?

Meta sets per-message rates by recipient country. India marketing is around ₹0.8631 (≈$0.0107) against roughly $0.025 in the US and over €0.11 in Germany — the same campaign to a German list can cost about eleven times more per delivery.
